Asia Society is America's
leading nonprofit, non-partisan educational organization dedicated

The Ministry of Planning
and Investment (MPI) is the authoritative source on all matters
relating to foreign investment and the first point of contact for
anyone considering investing in Vietnam. It was formed in 1996 after
the merger of the State Committee for Cooperation and Investment and
the State Planning Committee. The MPI coordinates all matters relating
to foreign investment and issues the Foreign Investment License. Some
of the tasks it is charged with include: producing legislation governing
foreign investment activities; providing guidance to state and local
authorities on foreign investment issues; issuing investment licenses;
inspecting, monitoring and supervising foreign investment activities.
The new Law on Foreign Investment permits the MPI to delegate the
appraisal and issue of investment licences for some types of projects
to the People's Committee of provinces and cities under its central
authority. The Investment Legislation and Promotion Department is
charged with drafting investment-related legislation and working directly
with investors in Vietnam. |
